RE: ISSUE-94: declaration of TTAF1 namespace mutability [DFXP 1.0]

My feeling is that all the tt namespaces are mutable, and that the working group is the controller of any changes. However we explicitly define extension namespaces, do these imply that the our philosophy was that they are not, and are these in fact necessary if we declare that the styling namespace (for example) is mutable?
