due to some implementations having adopted a non-conforming TT Style Namespace, either the implementations should be changed or the namespace URI should be changed; after discussion in TT WG telcon, group is comfortable adopting the latter (change the namespace), the proposal being to change to

note that these namespace URIs may undergo further change as spec goes to PR status;
