The CR[1] that is about to be published has both a link to Github (in 
the head part, under "File a bug/issue", which is linked to https://
github.com/w3c/dnt/issues) and text about status and e-mail (unchanged 
from the previous CR):

   This document was published by the Tracking Protection Working Group
   as a Candidate Recommendation. This document is intended to become a
   W3C Recommendation. Comments regarding this document are welcome.
   Please send them to public-tracking@w3.org (subscribe, archives).")

I'll change the last part of that to use your text.
