Here is the final Commission proposal for the new ePrivacy Regulation  http://ec.europa.eu/newsroom/dae/document.cfm?doc_id=41241

It looks like there will be a requirement on browsers to take an active role in stopping tracking, see Article 10, though the "default settings" in the leaked draft has been taken out. Maybe that will get put back in when its discussed by the European Parliament..
