Prefer: safe

In the meantime, Firefox & IE now have a parental control signal, the
prefer: safe header

 

Does COPPA in the US mean this implies “Do Not Track”, for any party,
intermediaries expected and no API (not even OOBC)? And if DNT doesn’t do
the trick, people will use this anyway?
