Editorial Change - ISSUE-25 Proposed Text

I wanted to raise one editorial tweak to the first proposed ISSUE-25 text shown in the wiki:  add the word "third" before "party" in the second bullet.  This is to clarify that it's not a problem to share information with a service provider that, for example, provides outsourced data storage service, as long as you follow the generally applicable service provider rules as described in section 2.5.
