June Change Proposal: section 2 (definitions), bug

Problem:

in 

"The party that owns and operates or has control over a branded or labeled embedded widget, search box, or similar service with which a user intentionally interacts is also considered a first party. If a user merely mouses over, closes, or mutes such content, that is not sufficient interaction to render the party a first party."

I think this paragraph is mixing two things:

* distinct existence and branding, which may lead to a site having more than one first party
* user interaction promoting a third-party embedded widget to first party

Proposal

I suggest
a) moving this after the paragraph that talks about multiple first parties, and after the paragraph that defines third party.  
b) making it part of a definition of *promotion* from third to first party.

"An embedded third party embedded widget, search box, or similar service may be *promoted* to first party if the user intentionally interacts with it. If a user merely mouses over, closes, or mutes such content, that is not sufficient interaction to render the party a first party."
