Peter Swire's appointment to President's Review Group, and resignation as Co-Chair

Congratulations to Peter Swire on his appointment to President Obama's 
Review Group on Intelligence and Communications Technology.

As he has already explained [1], and quite understandably, the nature of 
these new responsibilities will leave Peter unable to continue 
co-chairing the Tracking Protection Working Group. We will miss his 
committed service here to improving the Web.

The W3C Team thanks him for his dedicated work on DNT and wishes him 
success in his challenging new role.  In particular, we are pleased that 
with the June draft that he has shepherded we are in a position to move 
forward in a coherent fashion.

As this is quite sudden, we don't have a replacement Chair waiting in 
the wings.  While the Staff has created an initial candidate list, I'm 
also open to input from WG participants.  Characteristics I am looking 
for include:

  * Someone who is knowledgeable in the group's work who can "hit the
    ground running"
  * Someone capable of working with all stakeholders to forge a consensus

Our search will take some time, but our work continues.  I am pleased to 
share with you that TPWG chair Matthias Schunter has stepped up to be 
sole Chair until a new co-Chair is named.  Matthias will continue to 
work on TPE but will now spend the majority of his time on the effort to 
move the Compliance Draft to a consensus Last Call Draft.  As he already 
mentioned [2], he is creating a plan to discuss at the next WG call on 
September 4th.
