Re: Draft 'DNT for users' Explanation Page

I have made the draft into a separate document, which means it now has a URL.  Obviously it'll need to be adjusted to reflect the specifications as they evolve.

I would expect to remove the 'editor' line before publication, and indeed move to the formal 'W3C Note' style.

I think Nick can make us a 'product' in the issue tracker with which we can track issues against this.  Obviously, to remain concise, comprehensible, and in a consistent style, the editors will need to retain rather tighter control over editorial issues.
