At some point, someone said "oh, I assumed that when DNT was enabled, that obviously implies you can't use cookies any more".  The group decided that that was not obvious at all, and asked for the note, as I recall.  I tend to agree, the assumption was a surprise to me as well, but some feared it was a widely-held assumption.

I defer to the group's instruction, of course, on whether to retain the text.
