Issue-119 TSV "N" value

Hi all,

I think this is within ISSUE-119. The current TPE includes a tracking 
status value of "N", which is defined as meaning that "the origin server 
claims that the designated resource does not perform tracking of any 
kind, not even for a permitted use, and does not make use of any data 
collected from tracking."

I do not believe this definition, or the inclusion of this value at all, 
reflects group consensus. I certainly do not support it, and have voiced 
concerns several times. Can we please remove it from the specification 
until the group does reach consensus?
