The current TPE spec declares a signal "C" that indicates that the site does not follow the TPE rules declared for "1" or "3" since it has received out of band consent for the currently visiting user. If this signal is sent, then the site MUST post more info accessible via "control" link.

This ISSUe buckets discussions whether this approach is sufficient or needs extending.
