Dear WG,

I have not received feedback from Rachel on the proposed text underneath
yet, so it should not be treated as having received her blessing.

My suggestion for a definition of unlinkable data would be that:

Data is unlinkable if the processor of the data (including affiliated
organisations and/or subcontractors it has control over with regard to
the data) has no (potential) means to create individual profiles from
the data that relate to living individuals, either through the data
itself or through combining it with other data the processor has access to.

Your thoughts would be greatly appreciated.

Regards,

 Walter
