The current draft + emails contain three cases of user-granted exceptions: 
a) Site-wide (anythirdparty, thissite)
b) Web-wide (thisthirdparty, anywhere)
c) Site-specific List of (thirdparties) on thissite

This ISSUE examines whether case (c) should be dropped or not.
