Let me contradict a little bit and add some general European travel advice to that point: You'll usually be able to get significantly better value for money by going to some hotel reservation site and looking for something in reasonable proximity of the metro (metro, not railway!) and the city center, than by going after your favorite chain hotel (be it Ibis or upscale ;).

Brussels has an extensive and very usable public transport network; any hotel location that suggests a rental car is probably a bad idea.  Also, note that the airport is removed from the city; I would recommend *against* airport hotels for Brussels.
