W3C proposing to take WebVTT on a standards track

Hi all,

I think David announced this some time back, but after I attended the
W3C TPAC meeting in Shenzhen recently, I thought it would be good to
give an update on what is proposed to happen around WebVTT in the W3C.

Here's my write-up of what I took away from the meeting with the Timed
Text Working Group (TTWG):

Here is the proposed charter of the Timed Text Working Group which
will take the WebVTT spec [1] through to making it a W3C
Recommendation "WebVTT 1.0" - once we've taken it through the FSA
here. Note that we'll continue to work on new features for a future
WebVTT 2.0 here.

Incidentally, we've also discussed the 608/708 conversion document [2]
at TPAC and we thought it makes sense to also turn that into a TTWG
note.

The charter is currently under discussion, so now would be a good time
for more input from us here, too.
