No, they need to stay in the HTML spec because <track> needs them.

I've only added these to the input document because, as WebVTT will be
used independently from HTML, we will need an indication of what kind
of data is in a WebVTT file through some metadata in the header. I
don't actually expect this section to end up in the first draft that
you're preparing. I just added it so we have a means to adapt from
that text later without stumbling on IP issues.
