And mine was to have jump-scroll done by simple text repetition, and have enough tagging to identify when the same line of text occurs in two successive cues, and allow CSS transitions to be used to make that jump-scroll into a smooth transition.

That way, the very basic VTT client (no CSS support), still displays the captions, and it's still simple.  The more advanced clients can support CSS and smooth transitions. It becomes a value-add feature for true web clients. :-)

(And covers other use cases, e.g. where a caption must be moved to the side as a speaker moves, to stay under them, and so on).
