Migration of tests to python

At time of writing r/368 [1] is "Accepted!" and rebased onto master.

This means that the python-based test system is ready to go. However 
this has some implications for consumers of the tests, so this is a 
heads-up before the merge.

Anyone that is running the PHP tests will need to migrate their 
infrastructure to use the new custom server. This includes w3c-test.org 
which is currently using apache + mod_php. In the absence of such a 
move, tests will continue to work except those that used .php files, 
alternate subdomains or ports, or .htaccess files to control the server 
configuration.
