In the specific example, the use of "SHOULD" is legitimate only if there
is potential for causing harm in failing to allow users to specify the
exact media capture device (perhaps the user means to upload a profile
picture but instead uploads a picture of other people or confidential
information on the computer screen due to confusion over which device is
selected). In that case it would be extremely important to know when an
implementation fails to implement the requirement; test results that do
not mention such a failure would be incorrect and misleading.
