At the latest teleconference, the TAG has resolved to accept a
new issue, utf7Encoding-55:

   Security concerns with browsers sniffing unlabelled UTF7 encoding, 
   raised in http://lists.w3.org/Archives/Public/www-tag/2006Dec/0029.html

It is now part of the TAG issues list. Refer to the list for more details
and to track future progress:
