Yes, this is the major issue with the web (But also with native platforms, e.g. the Android install-time permission dialogue does provide a very limited security) and without getting further here the web will still be limited as application platform. Note the W3C activities on Trust and permissions. For example, see Workshop on trust and permissions for Web applications 3-4 September 2014, Paris, France (http://www.w3.org/2014/07/permissions/minutes.html) and the proposed Community Group (http://www.w3.org/2014/11/trust-and-permissions-cg-charter.html ) as well as Requirements for Powerful Features (https://w3c.github.io/webappsec/specs/powerfulfeatures/ ). For APIs, a questionarie was made in May 2014 on the WG members interest of the APIs in the SysApps charter: http://lists.w3.org/Archives/Public/public-sysapps/2014May/0017.html
