I am not sure I understood your question correctly. Runtime spec has
application management APIs(e.g. install, uninstall, etc) and manifest
format which has required information for web app installation. So user can
add/remove apps related with all of "app store" if which are aligned with
this spec.

Do you mean side loading?

In my understanding, it seems that user permission is not required to access
ApplicationRegistry. Most of interfaces for ApplicationRegistry probably
