culling the number of phase 2 deliverables

As Adam has pointed out, the number of deliverables proposed in earlier
drafts is far too long to be practical within the initial two year
charter period. I have therefore created a questionnaire to help us
gather the necessary data in a convenient form.

end of Wednesday June 13.
