charter/wg questions

Hi folks, I just joined the ML, and have a couple of questions related to
the charter process and proposed WG:

   - is there a schedule for when the draft charter will be completed and
   forwarded to the team for processing by the AC?
   - who is expected to (co)chair the WG?
