The intent is that the two documents will be one and the same.

There was a lot of uncertainty if the WebApps WG was actually
interested in taking up this deliverable. Last time we an earlier and
less complete draft of the spec, we did not get enough interest to get
it published as a FPWD. But if the WebApps working group is happy to
publish it once it's more comprehensive, then that would be great.

But until the WebApps WG indicates that they are interested in
publishing it as well, we're planning on working on it in the SysApps
WG.
