wsdl ontology

Dear Group,
   I have some question about the wsdl ontology[1] :

1) for a lot of properties it is defined only the range. Why?

2) what is an example of the usage of this ontology? I have to refer to
wsdl-rdf from a WSDL maybe using SAWSDL?
