filtering malicious contents using SW-technology?

We have spam filters and firewalls, but there are no technical means 
preventing one from loading web pages containing extremely harmful material
.. It should be possible to specify what kind of content (urge for school 
violence,for example) should be filtered out. The web browser should be 
able to recognize pages matching this specification and prevent the user 
from watching the page (or loading its content into other applications).

SW-technology seems promising in this respect.
