Correction: the work on use cases & requirements was not given to the
IG but it was deferred as potential future work (it could have been
done as an XG but it did not happen).

W3C don't necessarily need member submissions to start work.
There is currently no preference given to frameworks over other kinds
of work. All proposals can be discussed here (or sent privately).
