This is meaningless in the context of planning... you must say (< ?n1 5) is 
true at <time-point>

Generically P=V at <time-point>

O-Plan has for over 20 years dealt with many constraints of this kind.

And ones that say

    P=V from <time-point> to <time-point>

Time points can refer to the begin and end of activities and arbitrary 
dummy node style time points as are common in project planning.

We even allow disjunctions in the "from" contributors in fact.
