Cool URIs doc proofread

I've tweaked the wording (& markup) a little, but tried to avoid
substantively changing the content. I've not attempted to deal with
any TAG comments etc.

I've also included a few more notes inline ( [@@danja ...] ), and a
couple of queries at the end.
 I suspect a few more revisions might be needed to keep everyone happy
(presumably they can occur after it's published as draft).

Haven't run a diff yet, having to work through someone else's machine.
