OK! I had in fact overlooked it.
Note that even though I'm not obsessed by OWL-DL compliance, I don't 
really see what we practically gain from adding this axiom to the SKOS 
ontology. We could as well say that it's just an rdf:Property (which in 
OWL Full would not be far away from saying it's an object property, 
would it?).
Who knows, that may one day turn useful for these would want to use 
subsets of SKOS that would be OWL-DL. And as an immediate, tangible 
benefit, we would at least have this awful paragraph removed from the 
Reference ;-)
