[SKOS] ISSUE-67 StatingFormalDefinitions

Tom's original comments [1], which stimulated issue 67, were on the 23 
December 2007 editors draft of the SKOS Reference [2].

The latest working draft of the SKOS Reference [3] includes a tentative 
resolution to issue 67, in that all formal aspects of the SKOS data 
model are stated as sentences of prose following the style used in the 
RDF Schema specification [4].

Provided that Tom is satisfied that this style of prose addresses his 
original concerns, then I make the following proposal to close issue 67:

PROPOSED: To state formal aspects of the SKOS data model in the main 
body of the SKOS Reference as sentences of prose following the style of 
prose used in the RDF Schema specification 
<http://www.w3.org/TR/2004/REC-rdf-schema-20040210/>. An OWL ontology 
will also be given as an appendix to the SKOS Reference, however the 
prose in the main body of the SKOS Reference will take precedence.
