[SKOS] ISSUE-31 proposed resolution

For ISSUE-31 BasicLexicalLabelSemantics [1] I propose we accept section 5 of the 25 Jan SKOS Reference [2] as resolution. Statements S10 and S11 given in [2] provide a categorical answer to all of the questions raised in ISSUE-31.
