Sean's schema [1] may fit into OWL 2.0 as is. If so, would that be good
enough? 

Btw I just did some checking, to make the schema fit into OWL DL (1.0) we
would have to remove all the annotation triples using either SKOS or DC
properties in the predicate position, which doesn't affect the semantics but
does remove some potentially useful documentation. We would also have to
remove the triple skos:memberList rdfs:range rdf:List (because rdf:List is
in the OWL disallowed vocabulary).
