[SKOS] Resolution on minimal label relation

In response to:

    ACTION: Tom to amend proposals to for
    accepting minimal relation labels [recorded in
    http://www.w3.org/2007/10/23-swd-minutes.html#action12]

I propose that we amend
http://www.w3.org/2007/10/09-swd-minutes.html to add:

   RESOLUTION: Accept the SKOS minimal label relation
   solution. Details/naming to be worked out.

after the words "Proposal one accepted".

I would appreciate if someone could include this change 
along with Antoine's proposed changes [1].
