[SKOS] SKOS Reference first bake

Hi all,

At the Amsterdam f2f we decided to rename the "SKOS Semantics" to the "SKOS Reference".

I've set up a new wiki document for the SKOS Reference at:

[1] <http://www.w3.org/2006/07/SWD/wiki/SKOS/Reference>

I thought using the wiki, at least initially, would make for easier collaboration. 
 
So far, Sean and I have volunteered as editors for this document. I haven't put any access controls on [1] or any of its sub-pages, but can I suggest that we follow a general rule that only Sean and I can delete any content; anyone else from the WG can add content, but if you do, sign your name against the content you add.

I've also filled out some initial content for sections for which we have substantial agreement, reflecting the resolutions we made at the Amsterdam f2f. This is a very rough cut, but should at least give the SKOS Primer editors something to work from :)

As always, comments/suggestions/corrections/heckling from the sidelines very welcome.
