[SKOS] the issue sandbox is (almost) dead

Hi,

I've finished the porting of the issues that were in the issue sandbox 
[1] to the tracker [2]. And most of these issues are now in the 'raised' 
section, a few have already been opened. So in the next teleconference I 
would like to propose to have the beast finally killed by its creator, 
i.e. myself.

Please notice that in the process I have made some changes in issue 
labels, so as to make the labels for issues comparable with the labels 
for the requirements in the use case draft [3]:
- issue-36 SemanticRelationshipContainement has been changed into 
ConceptSchemeContainement
- issue-37 CustomExtensions into SkosSpecialization
- issue -38 OWLDLCompatibility into CompatibilityWithOWL-DL
- issue-39 SemanticMappingVocabulary into ConceptualMappingLinks
- issue-40 Coordination into ConceptCoordination
- issue-27 Annotations on Labels into AnnotationOnLabel

I would raise your attention on issue-33 "GroupingConstructs" that did 
not follow what was in the use case draft, where the label of the 
requirement is GroupingInConceptHierarchies. I've renamed the issue in 
accordance with the requirement, but if this raises problem (because the 
label has been used in a lot of mails already) anybody can turn it back 
to the previous name, and we could change the name of the requirement in 
the next version of the draft. Even if I don't favor this solution, of 
course...
