TITLE: Rules in SKOS
DESCRIPTION: The SKOS Core Guide includes references to rules. If  
SKOS is to make use of rules, this should be in terms of standards  
rather than particular implementations. Definitions for conformance  
need to be identified. Should all SKOS implementations implement rules?
