As the status of that editor's draft says, the latest work is produced
by the current HTML Working Group.  This question is thus more
appropriately directed to that WG.

My understanding is that the intention is to publish a WD "real soon".
I would encourage the SWD chairs to communicate this request
formally to the HTML WG.
