What kind of work is required here? I've skimmed thought the document
and detected a few "TODO" annotations, so obviously the first task would
be to fix them.

Our charter says: "The Working Group will also produce guidelines for
the most appropriate use of Web protocols to make these representations
available in a manner consistent with the work of the W3C Technical
Architecture Group. A starting point for this work is the Best Practice
Recipes for Publishing RDF Vocabularies Working Draft produced by
SWBPD". I think the current document matches these expectations, but we
probably should discuss on this. Are we supposed to expand the scope of
the current document in any direction?
