[OEP] minor bug found in Simple Part-Whole note

Hi all,

A colleague of mine, Conrad Bock, found a bad reference for QCR
in the Simple part-whole relations note.  The reference at 
<http://www.w3.org/2001/sw/BestPractices/OEP/SimplePartWhole/#ref-qcr>
points back to the part-whole doc.  

Also, is there a working link to a recent draft of the QCR note?  I 
get a 404 error with
<http://lists.w3.org/Archives/Public/public-swbp-wg/2005Nov/att-0022/QCRs-revised-01.html>.
