[OEP] Status / plan for Semantic Integration Note

Hi Mike & Chris,

On the best practices call this morning we talked about the status of 
the SI note, and what it might take
to move it to working draft.  We've now received a couple of the reviews 
anticipated, so if you would please
attempt to address the comments, and post a revision, that would be 
great.  The next SWBP call is now
scheduled for 4/24, rather than 4/17, due to the Easter holiday, so 
hopefully having an extra week will be
helpful in getting this one wrapped up!
