I couldn't find any automatic way to do that. It appears to me (and I  
am mpst probably wrong on this) that the stylesheet for W3C notes  
doesn't allow for this, and the section numbers need to be put in  
manually. If that is the case, I'll do it at the last moment, when  
the document is ready for publication.

I've added something similar to that to the links.
