[MM] Timing of Mike & Libby's review

Mike, Libby,

Thanks for volunteering for the review.  In the today's teleconf, the WG 
agreed upon getting the draft ready on the 27th of October.  I just want 
to make sure you actually have time to review the document in the week 
before the f2f, if not please let me know when you want to have a first 
version.
