I fixed some HTML validation errors and changed the stylesheet
to "base" (from W3C-WG-Note) as it should be for Editor's Drafts
per [2]Style for Group-internal Drafts.

I also added the CVS ID to the 'This version' section so it's easier
to identify when you've updated the document.

If you don't have write access to
http://www.w3.org/2001/sw/BestPractices/WNET/ and would like
to have it, please let me know (and mail me the public half of
an ssh2 keypair).
