transition request: Representing Specified Values in OWL

The Semantic Web Best Practices and Deployment Working Group
requests Working Draft to Note transition for the following document:

Representing Specified Values in OWL: "value partitions" and "value sets"
http://www.w3.org/2001/sw/BestPractices/OEP/SpecifiedValues-20050405/

We would like to publish this document as soon as possible.

The Working Group resolved to request this transition at its face-to-face
on 3 March [1] and again at its regularly scheduled teleconference on
24 March 2005 [2,3], with the editors to complete some pending actions.
Those have been completed and confirmed [4,5].

The document Abstract and Status read as follows:

Abstract

Modelling various descriptive "features" (also known variously as
"qualities", "attributes" or "modifiers") is a frequent requirement
when creating ontologies. For example: "size" may describe persons or
other physical objects and be constrained to take the values "small",
"medium" or "large"; rank may describe military officers and
restricted to a specific list of values depending on the military
organisation. In OWL such descriptive features are modelled as
properties whose range specifies the constraints on the values that
the property can take on. This document describes two methods to
represent such features and their specified values: 1) as partitions
of classes; and 2) as enumerations of individuals. It does not
discuss the use of datatypes to represent lists of values. Status of
