I've had deadlines pile up this week, and I'm not going to manage to 
copy this back into W3C space in a timely fashion.

Please can Evan check Jeff's draft above; I think I should have time 
Wednesday morning to copy it back, and fix any XHTML problems; and make 
a version without the %% change markers.

I have outstanding review comments from Ralph (on paper). My current 
intent is to ignore these for this round of publication and integrate 
responses in the editors draft straight after publication. Ralph is that OK?


The only two typos I've noticed are:

describing the type. refers to such URI references

%%(see appendix A.1) the equivalence classes of ~

I will fix these on Wednesday, and any other things Evan suggests.
