[OEP] Action: Split out Note Conventions

Chris, Natasha, Alan:

For the record, please note that we have identified a variety of
material that is general across various notes, and ideally should be in
one place, not scattered throughougt.

Right now, Alan has diagramming conventions in the specified values
note, (at least some of) which should also be in the classes as values
note.

Overall, this material includes:
1. glossary of terms
2. figure diagramming conventions
3. general criteria for evaluating patterns (interoperability,
maintenance, semantic hacks, ...)
4. conventinso for prsenting code (i.e. N3)
5. [possible] naming convntisn for variavles, terms, etc in OWL code.

Ideally, authors of current notes can try and do things as consistently
as possible with existing notes, and document any new conventions as
they emerge.


Some of the material may even apply across multiple task forces.
