New OEP editors drafts

On the OEP page are the latest versions of editors drafts for the "Classes 
as Values" and the "Value Partitions" notes. 

These drafts do not constitute any significant changes to the previously 
reviewed documents.  What is the process here - do we just move them to 
"Working Draft" status directly?

Again, we plan to propose moving these to "W3C Note" status at the f2f, 
during the OEP task force session, which is currently scheduled for 4PM 
Thursday.
